Thank you for this comprehensive analysis. Erased one issue that I had not thought of - the IP owned by the defense industry, not necessarily on a broad sweeping scale, but the IP of subsidiary components of the offensive and defensive systems which are necessary to the whole. This is got to be one of the causes of the inefficiency of US weapons procurement. This is part and parcel of the reason why United States weapons are so vastly more expensive than the opponents' systems. The value is so lousy that the Europeans are even considering cranking up their own defense industries.
